Would they have been acquired while Elias was still alive and not part of the group that we have to worry about DRC claiming?

If he hung out in Refuge (right name? ... forgot) - the Age with KoHama - would he have taken some there to study further on his own without telling anyone? That would make them as part of his gift to KoHama and not something we have to worry about the DRC about.
